The latter does not require a Windows license; it may have certain restrictions on using complex fonts and OpenType - if you depend on such functionality it may be a good idea to experiment with Wine before deciding on how to run the CTE on your machine.
Andrew Dunning kindly contributed a blog on how best to install CTE on Wine.
Note that at present the CTE cannot be installed on Macintosh OS Catalina - although it would be possible to produce a 64bit of the CTE executable, the installer is not yet available for 64bit-only systems.
